I'm not sure of the elevation around the Mecong Delta but believe I read somewhere that it's around 2 or 3 meters above sea level. One thing is for sure, there's no mountains around Can Tho, Vietnam. One would really have to go past Saigon (Ho Chi Minh City) to the north before running into any hills.
