You whould be able to contact the State Department in Washington D.C. and they should be able to provide you with names of PSD/CORDS people that were there at the same time. I worked as a contractor with PSD/Cords for telecommunications out of Nha Trang. The Telecommunications guy in your dads area was Henry Nicole III from Baton Rouge but I haven't been able to find him since then.
PSD stood for Public Safety Division they worked witn the Vietnamese National Police. CORDS was first known as AID Agency of International Development. But is was all State Department.
