MOS means Military Occupational Specialty.... in other words, job description. SP4/E4 means Specialist level(class)4 and Paygrade 4.... in other words, experience. 31C was Radio, 31F was Network, 31L was Landline, 31M was Field Repair, 31P was Microwave, 31S was Cryptograph... i think 31B was General Communciations Operator. hope this helps... i think it is correct (but my memory is not what it used to be)... best to get second opinion
