The US does not have bases in the Philippines now. There are still 4 VFW clubs hear with retired US people. I hope to check 2 or 3 out while here. I am in Manila now and heading to Angeles(where Clark AFB was) to visit the VFW there. I hope to make it to Subic to the VFW there also. And if time allows maybe to the mountain town of Baguio where another VFW club is still going.
